Extraordinary Meeting of the Project Steering Committee Held
An extraordinary meeting of the Project Steering Committee for the “Provincial and Soum-Level Clustered Green Development Investment Program,” financed by the Asian Development Bank (ADB), was held at the Ministry of Economy and Development of Mongolia.
The meeting was attended by Mr. Ch. Davaabayar, Policy Advisor on Industry and Services to the President of Mongolia; Ms. J. Unurjargal, Director of the Monitoring and Evaluation Department of the Ministry of Economy and Development and Executive Director of the Project; Mr. N. Tegshbayar, National Project Coordinator; along with members of the Project Steering Committee and relevant officials.
During the session, the 2025 Annual Work Plan was reviewed, and amendments to the 2025 Financial Plan of the Project Implementation Unit were approved as part of the preparations for Phases II and III of the Program.

The Clustered Green Development Investment Program is closely aligned with key national policy documents, including the Parliament Resolution No. 36 on “Certain Measures to Ensure Food Security” and the “New Recovery Policy,” specifically its “Urban and Rural Recovery” component. The program plays a vital role in boosting domestic production of 19 key food products.
Based on the National Regional Development Concept, the Government of Mongolia’s 2024–2028 Action Plan, and the General Financing Agreement ratified by Parliament on July 7, 2023, the implementation plan for Phases II and III of the Program includes the following aimags:
- Phase I– Component 2 of the program will be implemented in 34 soums across the 3 aimags of Uvs, Bayan-Ulgii, and Khovd. This includes 10 soums from the Government’s designated list of 52 priority soums and an additional 24 soums identified in the feasibility study. This ensures full inclusion of all relevant soums in these aimags.
- Phase II– Will expand to cover the remaining two aimags in the Western region, Govi-Altai and Zavkhan, as well as the Khangai region (designated as a Traditional Livestock Zone), including Uvurkhangai, Bayankhongor, and Arkhangai; and the Central Agricultural Zone, including Tuv, Selenge, and Darkhan-Uul aimags.
- Phase III– Will include aimags from three specialized development zones: Bulgan and Khuvsgul (Northern Natural Tourism Zone), Dundgovi and Dornogovi (Southern Industrial Zone), and Khentii and Dornod (Eastern Historical Tourism Zone).

The overarching goal of the Program is to develop sustainable, climate-resilient, and low-carbon urban centers (provincial and soum centers) that are conducive to human habitation; promote agri-business development; support local green development models and innovations; and enhance national food self-sufficiency.
The Program will be implemented through the following four components:
- Component 1: Development of climate-resilient, low-carbon, and livable provincial and soum centers.
- Component 2: Implementation of sustainable pasture and agricultural management with high carbon sequestration and climate resilience.
- Component 3: Provision of inclusive financing to support the development of low-carbon, climate-resilient livestock and agri-business value chains.
- Component 4: Strengthening institutional capacity and policies for low-carbon and climate-resilient agro-regional development.
The Program ultimately aims to create vibrant, climate-resilient rural-urban hubs with reduced carbon emissions, and to improve the quality and export potential of livestock raw materials, meat, and dairy products.
