Baseline Assessment Conducted in Uvs Aimag under the Livestock and Rangeland Management Component
A mission team under the Livestock and Rangeland Management Component of the “Aimags and Soums Green Regional Development Investment Program” conducted fieldwork across six soums of Uvs aimag — Khovd, Ömnögovi, Tarialan, Davst, Sagil, and Ulaangom. The team included B. Vanchindorj (Deputy Component Coordinator), N. Oyunsuvd (Agronomist), M. Galbadrakh (Livestock and Agribusiness Specialist), P. Naranbaatar (Rangeland Specialist), A. Altanzul (Pastoralist Organization and Certification Specialist), Yo. Lkhagvadorj (Urban Development Specialist), and Ch. Belegsaikhan (Resettlement Specialist). They were joined by staff from the Uvs aimag Project Implementation Unit, including D. Altantsetseg (Monitoring and Evaluation Officer), G. Tsendbal (Finance and Procurement Officer), and M. Sainjargal (Engineer).
During the mission, the team engaged with local herders, cooperatives, veterinary and breeding services, irrigation systems, feed crop producers, and stakeholders involved in rangeland management. Consultative meetings were held with local authorities, sector specialists, private entities, herders, and citizens. The team focused on identifying and establishing the project baseline and exchanged views with stakeholders to support the effective implementation of the project. Several issues were resolved directly in the field.
Local stakeholders in the project soums emphasized critical needs beyond those identified in the project feasibility studies. Community members and local government representatives proposed the following additional interventions to be supported under the project:

In Tarialan soum, which lies in a high mountainous zone, construction of a water reservoir utilizing mountain runoff and full utilization of the Galdan Boshigt trench to irrigate 800 hectares in the “Altan Unkhrag” area;

Recommissioning the Kharkhagiin irrigation system in Ömnögovi soum and the Teeliin Boom system in Tarialan soum to enhance utilization of nearby agricultural lands;

Finalizing and allocating designated areas for the development of agri-parks in Ömnögovi and Ulaangom soums.
The mission team also conducted trainings on livestock development, rangeland management, and animal health in collaboration with the aimag’s Governor’s Office, Department of Agriculture, and Veterinary Department, as well as in the project-targeted soums. Sectoral data and baseline information were collected to support the project’s implementation and monitoring systems.
