Procurement policies and procedures

“The Framework Financing Agreement for the ‘Aimag and Soum Regional Green Development Investment Program’ was signed between the Government of Mongolia and the Asian Development Bank on February 28, 2023, and was ratified by the State Great Khural (Parliament) of Mongolia upon submission by the Government of Mongolia. According to the agreement, the project’s procurement activities shall be carried out in accordance with the Asian Development Bank’s Procurement Regulations.” According to the Procurement’ section of the Framework Financing Agreement, all procurement of goods and works financed under the credit line shall be conducted in accordance with the Asian Development Bank’s Procurement Regulations. The Executing Entity and (EE) and Implementing Entities (IE) will follow ADB’s financial guidelines and procedures. This ADB Procurement Policy applies to all projects with concept notes approved on or after 1 July 2017.

On February 28, 2023, the Government of Mongolia and the Asian Development Bank (ADB) signed the Framework Financing Agreement for the “Aimags and Soums Green Regional Development Investment Program,” which was subsequently ratified by the State Great Khural (Parliament) of Mongolia upon the Government’s proposal.

The Aimags and Soums Green Regional Development Investment Program consists of four components:

COMPONENT 1 – Construction and Urban Development
COMPONENT 2 – Livestock and Rangeland Management
COMPONENT 3 – GIRAF Fund Management
COMPONENT 4 – Project Management
