Mongolia sets a new phase in its climate commitment
Mongolia has updated and enhanced its Nationally Determined Contribution (NDC) under the Paris Agreement. In this regard, the Government of Mongolia approved the “Nationally Determined Contribution (NDC) 3.0” through Resolution No. 91 on September 10, 2025. The national forum to present and discuss the updated NDC 3.0 was held yesterday, November 5, 2025.
The forum brought together representatives from government institutions, the private sector, civil society, academia, research organizations, heads of diplomatic missions in Mongolia, and representatives of international organizations.
✅ Under NDC 3.0, Mongolia has set a goal to reduce its greenhouse gas emissions by 30.3 percent (equivalent to 24.7 million tons of CO₂) by 2035. Through improved land use, forest, and pasture management, the reduction could reach 46.3 percent, and with international financial and technological support, it could be increased to 52.8 percent.
✅ To achieve these goals, an estimated MNT 53.3 trillion (approximately USD 14.8 billion) will be required. This funding is expected to be mobilized through cooperation between the public and private sectors as well as international financial sources.
Over the past decade, Mongolia has actively cooperated with the Green Climate Fund (GCF), successfully implementing projects and programs worth more than USD 400 million.
Moving forward, Mongolia aims to enhance its system for monitoring, reporting, and verification (MRV) of climate change by developing an AI-based national platform.
Within the framework of Article 6 of the Paris Agreement, Mongolia is expanding cooperation in the carbon market. On October 6, 2025, Mongolia signed a cooperation agreement with the Republic of Singapore, and a similar agreement is being prepared with the Swiss Confederation to be concluded during COP30. These agreements will open new opportunities for Mongolia to trade emission reductions on international markets and attract climate finance to the private sector.
Participants of the forum emphasized that NDC 3.0 is not only a roadmap for achieving climate goals but also a catalyst for economic reform, green investment, innovation, and technological advancement.
